SOCIAL FUND TO HELP BOOST CAPACITY OF PUBLIC ADMINISTRATIONS AND SERVICES?

The European Commission staged a ministerial conference in Brussels on February 9 to discuss how to avail of European Social Fund (ESF) money to reform and strengthen the institutional capacity of public administrations and services. This is an absolute necessity for Vladimir Spidla, the Commissioner responsible for Employment, Social Affairs and Equal Opportunities. "Without a strengthening of public administrations and public services, it will be difficult for the European Union to achieve concrete results regarding growth, employment and social cohesion."

The draft Regulation for 2007-2013 currently being examined by the EU Council of Ministers notably includes a new priority permitting the allocation of a proportion of ESF financial aid to this objective. This possibility would be available to Cohesion Fund regions and so-called convergence regions (principally located in Estonia, Latvia, Lithuania, Poland, Hungary, Slovenia, Germany, Spain and Italy).
