Giving every person in the EU the unconditional right to basic material security is the demand of a citizens' action group that received, on 14 January, the European Commission's endorsement to launch a European citizens' initiative (ECI) on a universal income. The initiative will begin in February and must be supported by at least one million citizens from at least seven member states.

"The citizens' committee of the ECI was right not to give up when the Commission rejected an initial attempt last September. After studying the second proposal submitted last November, it has now given the green light to collecting signatures," commented Stanislas Jourdan, one of the seven committee members, on his personal blog.

In September 2012, the Commission turned down the committee's request for a European legal act on a universal income on the ground that it did not come within its competence. The new version of the ECI just approved is therefore limited to asking the EU institutions to promote preliminary studies and to seriously consider the option of an unconditional basic income, building on the recommendations of the European Parliament - EP Resolution 2010/2039(INI) - on Article 156 TFEU and on the Charter of Fundamental Rights.
