Katie Olley is an expert in international waste shipments at the Scottish Environment Protection Agency (SEPA), where she focuses on policy and systems development, applications, oil industry decommissioning, and enforcement. She leads IMPEL’s flagship Shipment of Waste Enforcement Actions Project, which aims to enhance waste shipment inspections across Europe and contribute to regulatory improvements. Katie also served as Chair of the Basel Convention’s ENFORCE Network from 2019 until this year.

Before joining SEPA, Katie was a lobbyist for the Dutch Waste Management Association, where she worked on European waste policy development. Additionally, she has experience as a technical editor for landfill publications and has worked as a chemist for ICI and Nalco BV.

The IMPEL LIFE SWEAP project focuses on combating illegal waste shipments across Europe. Coordinated by IMPEL, the project aims to enhance enforcement and regulatory practices through improved inspection methods and international cooperation. Established in 1992, IMPEL includes 59 environmental authorities from 38 countries and is supported by various stakeholders, including the Scottish Environment Protection Agency (SEPA) and other European agencies.
