Abstract
Being a part of large European and international organizations is often considered a privilege
but we should also know that this carries in itself many responsibilities. This privilege is
gained through work, commitment and fulfillment of criteria. In this aspect Kosovo has
frequently encountered difficulties, but major aspirations towards this goal have made the
journey to Europe not to stop.
In the context of this paper I will evolve different stages through which the public
administration in Kosovo has passed, urged by the European integration process.
Furthermore, during the reading of this paper except the epilogue of the process we can
understand more about that what reforms in administration can bring during different
phases - how do they affect in every area of life, but above all that how much influence they
have in the consolidation of public administration.
Specific strategies and plans and multiple reports are all those who followed the work of this
paper on each page, reaching a concrete conclusion which would respond the best this theme.
When it comes to the administration in general, we are aware that this kind of term has
accompanied the history of mankind since its beginning. Even discussions on this are
permanent, numerous, and even spread in different ways. The providing with particular
document, water supply services or other public services are those that tell us how often our
lives are interconnected with the work of the administration and how impossible it would
be to develop the society without services such. Since we have been informed shortly on the
activity of public administration it is important to go a step further and understand the
importance of its consolidation.
During the research and reading of many reports, except the facts and special features, what
impressed me was a quote from British Prime Minster David Cameron, that tells more about
the European Union, with which I will conclude this part - “After the Berlin Wall came down
I visited that city and I will never forget it. The abandoned checkpoints. The sense of excitement
about the future. The knowledge that a great continent was coming together. Healing those
wounds of our history is the central story of the European Union”.
Keywords: Public Administration, European integration process, reform, Kosovo,
European Union.
Introduction
The fact that every day each one of us deals with different needs, which directly or
indirectly relates us to the state we live, makes us think about the work of public
administration. Along other opinions and ideas the more general definition is the
one which the public administration represents a uniformity of work of public
administration and institutions of public administration (Stavileci, Sokoli & Batalli,
2010, 17).
Initially regarding to the word consolidation we should know that we are dealing
