Abstract
This scientic work is related to the history of the reborn Albanian state in the rst years
aer the end of the First World War. The dicult situation of those years, the total absence of
state and institutions, the extraordinary eorts to rebuild the Albanian state aer the war, the
membership in the League of Nations and the challenges for EU membership at present, are
developed throughout this scientic work.
The danger of excluding the Albanian borders, decided in 1913 by the Conference of the
Ambassadors, brought the need for organizing Albanian elites of the time to take the control
of the country.
Disappointed by the works of the Paris Peace Conference, 1919, was called urgently and with
popular will, the Congress of Lushnja. The political decisions of the congress enabled the
reborn of the Albanian state almost eliminated from the Great War 1914-1918.
The Congress rebuilt the Albanian state and its most important institutions with the act of a
constitutional character "Basis of the Kanun" or otherwise known as the "Status of Lushnja".
The three basic powers of state function were sanctioned and the institutions that represented
them were the Senate initially and later the National Council for Legislative Power, the High
Council of State and the Government for the Executive Power and Courts for Judicial Power.
The challenges faced by the institutions of the Lushnja Congress were huge. With eort
and patriotism, Albania succeeded to reborn and the national unity of Lushnja helped the
rst Delvina government to complete its program and to realize the main challenge for the
recognition of Albania and the Albanian state in the international arena.
Thanks to the extraordinary eorts and political and legal support that the National Council
provided to the government on behalf of the unity of Lushnja, this challenge was also met and
Albania joined the League of Nations on December 17, 1920. This membership recognized
Albania as a sovereign and independent state and ranked it with other free nations in the
world.
Concerning this important moment of the history of our country, this scientic work tends
to provide an objective and comparative point of view of this period, with the eorts of the
Albanian state today in the integration process of the European Union.
The road toward integration is actually opened and goes on for the 5 countries of the Western
Balkans, but the destination has not yet been reached. As EU senior ocials have stated,
Albania is in the process of integration, and this is a path without return for all competing
countries. But as soon as our politics recognizes that this process requires the contribution
and support of all parties politically, the shorter and more accessible becomes this destination.
