The role of regulations in managing cases of academic cheating

Abstract
Academic cheating is challenge for the integrity of the university. It refers as a serious problem
facing higher institutions of education in recent decades. To reduce and ght this phenomenon
in the functioning of universities serve the rules and codes of ethics; in which the policies
pursued the management of academic cases of cheating are described.
The purpose of this paper is to understand the e ectiveness of the regulations of Tirana
University in managing identi ed cases of academic dishonesty. The research questions raised
are: How were proceed with the identi ed cases of academic cheating among students? Has
a ected the implementation of regulations in the reduction of academic cheating among
students?
It turns out that there is a lack of information among students about the management of
academic dishonesty cases. The ndings show that punitive measures provided in the existing
regulations to ght academic dishonesty in students do not nd practical application in all
identi ed cases.

Introduction
University sta must re ect a high standard of personal and professional integrity
in the course of their work, applying the relevant legal framework, to ensure that
the work process is carried out in a transparent and accountable manner (EU
Regulation). By applying high professional standards in the performance of work
and bearing responsibility for the assessments made and the materials prepared, the
tasks are ful lled with competence and impartiality. They also have an obligation not
to allow personal relationships to a ect them and not to create the impression that
they a ect professional relationships (EU Regulation). This also requires students
to apply a set of rules and principles during their studies and in the meantime they
are guaranteed the rights they gain from their status of student. For this reason, a
number of regulatory policies operate in the academic environment, such as codes
of ethics, university regulations and statutes, which have been selected as a reference
for the theoretical treatment of this paper.
The analysis of the documentation used as the main instrument will serve to
understand the e ectiveness of regulations and codes of ethics in practice and will
help the theoretical support of the study to ful ll be er its purpose.
The use of structured questionnaires to the students to measure their a itudes
regarding the management of academic dishonesty has served as a practical tools.
The questionnaire was used on 370 students of the University of Tirana, regarding
the reaction of the relevant authorities and bodies of the university / faculty for the
cases of academic dishonesty reported by the students themselves. Speci cally, 190
