The Concept of European Integrated Border
Management
The legal and po licy framew orks of EIBM have be en establis hed in several
strategic do cuments issue d by the EU institut ions based on A rticle 77 of t he
Lisbon Treaty,⁴ which inclu des in its third objecti ve a specif‌ic provision referr ing
to “any measure necessary for the gradual establishment of an integrated management
system for external borders”.
Before arriv ing at Article 77 of t he Lisbon Treaty, there were two main s tages in
the developme nt of the concept of IBM:
1. The Commission Communication of 2002 introducing three main pillars for
IBM – a common body of la w, operational / practical / technical cooperatio n
between the M S/SAC in the f‌ield of ope rations, tr aining, poolin g resources,
equipment and f‌in ancial solidarity / burden sharing betw een MS/SAC.
2. T he Council Conclusions of D ecember 2006, whi ch def‌ined IBM according to
the following main components:
Border control (chec ks and surveillance) according to SB C, risk analysis
and crime intelligence;
Investigation of cross-border crime in coordination with law enforcement
authorities;
The four-tier access contr ol model;
Inter-agency cooperation and international cooperation (Third Countries);
Coordination and coherence of activities in MS/SAC and Institutions and
other bodies of t he Community.
