The Spanish EU Council Presidency will have the tough job of implementing the institutional provisions of the Lisbon Treaty and figuring out just where it fits in between the two new heads of the EU - European Council President Herman Van Rompuy and High Representative for Foreign Affairs Catherine Ashton. Under these circumstances, and in spite of comments reported in the press, its watchwords are modesty and coordination.
