El 12 de julio de 1999, el Consejo adoptó la Recomendación 1999/519/CE (2 ), propuesta por la Comisión, relativa a la exposición del público en general a campos electromagnéticos. En dicha Recomendación se tiene en cuenta el dictamen científico de la Comisión internacional sobre protección contra las radiaciones no ionizantes, respaldado por el Comité científico director de la Comisión, que se refiere a las repercusiones comprobadas sobre la salud humana debidas a la exposición a los campos electromagnéticos.
En este contexto, es preciso mencionar que la amplia investigación efectuada en Europa gracias a la acción coordinada de los proyectos COST 244 y 244 bis en los últimos diez años no ha puesto de relieve ningún efecto reproducible perjudicial para la salud por lo que se refiere a los niveles de las emisiones de frecuencias radioeléctricas habituales de los teléfonos móviles y de las torres de telefonía móvil.
En caso de que existan efectos nocivos para la salud, sólo podría tratarse de efectos a más largo plazo, lo que todavía es una incógnita. Por tanto, la investigación debería seguir midiendo tales efectos, y los resultados de la investigación actual y futura en este campo se examinarán en el marco del procedimiento de información previsto en el texto de la Recomendación.
En el contexto del 5o Programa marco de investigación, desarrollo tecnológico y demostración, el programa sobre la calidad de vida y la gestión de los recursos vivos prevé en su acción clave no 4 'Medio ambiente y salud' investigaciones específicas sobre los efectos de la radiación electromagnética en la salud y, en especial, estudios epidemiológicos y biomédicos para determinar posibles efectos vinculados a la radiación no ionizante, particularmente de los teléfonos celulares y de las antenas (punto 2 del programa de trabajo sobre calidad de vida (3 )). En breve se pondrán en marcha diversos proyectos correspondientes a la primera convocatoria de dicho programa.
