Methodology
A case study research
Inasituationwheretheresearchquestionfocusesonwhyquestionstheresearchers
has no control over the behaviour and it tries to investigate contemporary events as
opposed to historical events, the case study strategy is the most appropriate one for
this research1ThusthisresearchisbasedonasinglecasestudystrategyAsBenne
andElmanpidentifysinglecasestudiesareimplicitlycomparative
deviant mostlikelyleastlikely In this context this study presents a leastlikely
caseswhich isatoughtestthat positsthetheorywhereit is unlikely to provide
good explanation. Considering the fact that Albania presents the most corrupted case
inEuropeintermsofpublicprocurementsystemthelogicofLevyaboutthe
leastlikelycaseastheSinatrainferenceifatheorycanmakeithereitcanmakeit
anywhereisapplicabletothisresearchonAlbanianPPRS
Single case analysis can therefore be valuable for the testing of theoretical
propositions, provided that predictions are relatively precise and measurement error
islow Levy Thustherst part ofanalyses provides atheory testing
approach through a case study method. PPRS in Albania presents a theoretical puzzle
withinthePAtheorywhenactorsshiandmutateMoreoverPPRSinAlbaniaisan
exampletoshow thatPrincipalAgentTheorycannotfullyexplainPPRS inAlbania
thus it become a case to support the gap in the literature by bringing together PA and
Capture theory.
Datacollectedforthepurposeofthisstudyincludeadescriptivecomparisonbetween
PPRSincountrieswithinandoutsideEuropeanUnionwhichsharethemostsimilar
backgroundwithAlbaniaBenchmark of Member States are usedto identify best
practices.

Why Albania and PPRS

AlbanianPPRSrepresentastudycase whichchallengePrincipalAgentPAtheory
explanatorypowerintwoways
a- Theabsenceofmonitoringandcontrolmechanismtoweaken theagencyconict
and increase its performance towardtheobligationsofthecontractwithinthePPRSin
Albania is out of the context of PA theory.
b- Moreover, in the case of PPRS in Albania, the PA theory doesn’t explain the
roleof actors when it comes to theinuenceofgroups of interests thus Principal
AgentTheory does not explain the whole picture of selective decision making in
PPRS in Albania. Public Procurement System in Albania become a case to support the
gap in the literature by bringing together PA model and Capture theory
