In the run-up to the meeting of the European Council, on 11 February, which is to discuss the future of the EU's economy and in particular the review of the Lisbon strategy 2010, the European Builders Confederation (EBC) expressed its disappointment with the current consultation document. This document, drafted by the European Commission, elaborates on Union's new 2020 strategy', making certain suggestions and inviting stakeholders to provide their comments. However, according to the EBC, the current consultation document is "lacking several elements that are fundamental to the EU policy developments in the coming decade".

It continues by saying that the 2008 Small Business Act (SBA), which aims to improve the overall approach to entrepreneurship and create a better working environment for small and medium-sized enterprises (SMEs) is the "great absent" in the working document.
