Dictamen de la Comisión, de 29 de octubre de 2014, relativo al plan de evacuación de residuos radiactivos procedentes de la instalación ATLAS, situada en el emplazamiento de Tricastin, Francia

La evaluación que figura a continuación se realiza conforme a las disposiciones del Tratado Euratom, sin perjuicio de que se realice cualquier otra evaluación conforme al Tratado de Funcionamiento de la Unión Europea y las obligaciones resultantes de él y del Derecho derivado (1).
El 26 de mayo de 2014, la Comisión Europea recibió del Gobierno francés, con arreglo al artículo 37 del Tratado Euratom, los datos generales relativos al plan de evacuación de residuos radiactivos de la instalación ATLAS.
Sobre la base de esos datos y de la información adicional solicitada por la Comisión el 12 de junio de 2014 y aportada por las autoridades francesas el 16 de julio de 2014, y previa consulta al grupo de expertos, la Comisión ha elaborado el siguiente dictamen:

La distancia entre la instalación y la frontera del Estado miembro más cercano, en este caso Italia, es de 170 km.

En las operaciones normales, las emisiones de efluentes radiactivos líquidos y gaseosos no causarían una exposición de la población de otro Estado miembro que fuera significativa desde el punto de vista sanitario.

Los residuos radiactivos sólidos se almacenan temporalmente en el mismo emplazamiento antes de ser transferidos a instalaciones autorizadas de tratamiento o evacuación situadas en Francia.

En caso de vertidos imprevistos de efluentes radiactivos como consecuencia de un accidente del tipo y magnitud previstos en los datos generales, es improbable que las dosis recibidas por la población de otros Estados miembros puedan afectar significativamente a su salud.
Por consiguiente, la Comisión considera que no es probable que la aplicación del plan de evacuación de los residuos radiactivos, del tipo que sea, procedentes de la instalación ATLAS, situada en el emplazamiento de Tricastin (Francia), tanto en caso de...
