Alta Austria apela contra el rechazo de la Comisión de la prohibición de OGMs
El Parlamento regional de Alta Austria anunció el 4 de noviembre que apelará contra la decisión de la Comisión Europea de no permitir que la región se declare zona libre de organismos modificados genéticamente (OMG), según informa Cordis.
El pasado 2 de septiembre, la Comisión Europea rechazó la petición de las autoridades austríacas de prohibir la utilización de productos geneticamente modificados en la región de Alta Austria, incluidos los autorizados por las autoridades comunitarias (vid. Boletín Europeo de Derecho Alimentario, N. 29, Septiembre 2003).
Las razones que dio respecto a la decisión adoptada fueron, en primer lugar, que no se había presentado ninguna prueba científica nueva que respaldara una prohibición, y en segundo lugar, que Alta Austria no había probado la existencia de un problema específico de la región que justificara un planteamiento de esta índole.
Sin embargo, el parlamento regional rechaza estas dos conclusiones. En su apelación al Tribunal de Primera Instancia señala los resultados de ensayos de campo, publicados recientemente, que sugieren que ciertas variedades de cultivos modificados genéticamente podrían suponer una amenaza para la biodiversidad natural. Además, el Parlamento afirma que la naturaleza de la producción agrícola a pequeña escala en Alta Austria, unida al porcentaje excepcionalmente alto de agricultores orgánicos, constituye un problema específico de la región.
Aparte de los desacuerdos legales, hay otra razón por la que Alta Austria desea prolongar su disputa con la Comisión, explica el Ministro de Agricultura de la región, Josef Stockinger: "La queja es en cierto modo una práctica de tipo "David contra Goliat", y está elaborada en parte para aumentar el nivel de atención en torno a este debate."
La atención puesta en el tema seguía aumentando aún cuando las regiones europeas declararon ellas mismas, también el 4 de noviembre, "la red de regiones libres de OMG". Coordinado por Alta Austria y la Toscana, un documento que impone el derecho de las regiones a prohibir los OMG dentro de sus territorios, fue firmado por los ministros de agricultura de otras ocho regiones: Aquitania, País Vasco, Limousin, Marche, Salzburgo, Schleswig-Holstein, Thrace-Rodopi y Gales.
