(1999/C 118/023) PREGUNTA ESCRITA E-2063/98 de Anne André-Léonard (ELDR) a la Comisión (7 de julio de 1998) Asunto: El euro y los sellos de correos en Andorra, Mónaco, San Maríno y la Ciudad del Vaticano A partir del 1 de julio de 2002, el euro será la moneda única de los países de la Unión Europea que se incorporen a él. Andorra, Mónaco, San Maríno y la Ciudad del Vaticano no forman parte de la Unión Europea.
Dado que emiten sellos de correos cuyo valor facial está expresado en monedas que se convertirán en euros, ¿podría indicar la Comisión si estos países tendrán derecho a emitir sus sellos de correos en euros? En el caso particular de los sellos de correos de Andorra, ¿qué administración postal se encargará de emitirlos? ¿Serán válidos todos los sellos de correos en euros en todos los países de la Unión Europea y, en su caso, por qué? Por ejemplo, ¿será valido en Finlandia un sello emitido en Francia, será válido en Portugal un sello emitido en Italia, etc.? ¿Podría aclarar la Comisión todas estas cuestiones que hasta ahora casi no se han abordado? Respuesta del Sr. de Silguy en nombre de la Comisión (21 de septiembre de 1998) A partir del 1 de enero de 1999, el euro será la moneda de 11 Estados miembros de la Comunidad. La introducción de los billetes y monedas del euro comenzará el 1 de enero de 2002. Las adiministraciones nacionales de correos tendrán que decidir sus propias estrategias de transición al euro, pero es probable que deseen iniciar ese proceso mucho antes del 2002. La transición afectará a casi todas sus actividades comerciales, incluido el establecimiento de las tarifas de franqueo. Con todo, el cambio más visible será la conversión del valor nominal de los sellos de la moneda nacional al euro.
