La parte demandante solicita al Tribunal General que:
— Anule la Decisión de la Comisión de 21 de marzo de 2017 (Ares(2017)1515573), con la cual se solicitó el reembolso de una parte de la ayuda financiera para el proyecto de ayuda Food Security promotion for very food insecure farming households in Zimbabwe (ECHO/ZWE/BUD/2009/02002) por un importe de 643 627,72 euros, así como la nota de adeudo relativa a la misma de 7 de abril de 2017 (N.o 3241705513), con la cual la demandada solicitaba el pago del primer plazo por un importe de 321 813,86 euros.
— Condene en costas a la demandada.
En apoyo de su recurso, la parte demandante invoca tres motivos.

Primer motivo, basado en que el comportamiento imputado por la demandada no constituye infracción alguna del Derecho sustantivo. — El comportamiento de la demandante reprochado por la demandada durante la adjudicación de dos contratos para el suministro de bienes agrícolas no infringe ninguna disposición de Derecho sustantivo vinculante para la organización de licitaciones en el marco de los proyectos humanitarios. En particular, resulta conforme con los principios obligatorios de adjudicación con arreglo al artículo 184, apartado 1, de las Normas de Desarrollo del Reglamento Financiero de 2009, y al artículo 2, apartado 3, de las normas y procedimientos (Rules and Procedures) establecidos en el Anexo IV del Acuerdo Marco de Cooperación sobre la colaboración de la UE con organizaciones no gubernamentales en el sector de la ayuda humanitaria del año 2008.
— El comportamiento reprochado tampoco incumple la obligación de documentación con arreglo al artículo 23, apartado 4, de las disposiciones generales del Anexo III al Acuerdo Marco de Cooperación.
