The first part of Media Plus, allocated a budget of Euro 50 million, is devoted to the continuous training of audiovisual professionals, with priority given to the integration of new technologies. The second, allocated Euro 350 million, will focus on development (Euro 70 million), distribution (Euro 201 million), which remains the principal intervention mechanism, promotion, including support for fairs and festivals (Euro 29.7 million), pilot projects (Euro 17.5 million), and horizontal costs (Euro 31.5 million). The "overriding priority", according to Mr Delmoly, remains the transnational circulation of cinematographic and audiovisual works.
