La UE propone ayudar a países en vías de desarrollo a beneficiarse de las invenciones de biotecnología

El pasado 17 de septiembre, la UniÛn Europea presentÛ una propuesta a la OMC que tiene por objeto que los paÌses en los que la biotecnologÌa estÈ avanzada ayuden a los paÌses en vÌas de desarrollo a beneficiarse de Èsta para explotar sus recursos biolÛgicos.
La propuesta clave del documento es un medio de obligar a solicitantes de patentes que se han aprovechado de la bioprospecciÛn de nuevos productos, a revelar el origen geogr·fico de cualquier material biolÛgico utilizado en descubrimientos de car·cter biotecnolÛgico.
Actualmente existe tal obligaciÛn.
El plan se recoge en un informe dirigido al Consejo de los ADPIC (Acuerdo sobre los Derechos de Propiedad Intelectual relacionados con el Comercio o TRIPS), que se reuniÛ en la OrganizaciÛn Mundial del Comercio en Ginebra la semana pasada.
La propuesta se dirige al descubrimiento de nuevos f·rmacos provenientes de plantas conocidas a nivel local y utilizadas de forma tradicional, de cosechas resistentes a enfermedades que podrÌan hacerse disponibles a travÈs de las solicitudes de patente.
El comisario europeo Pascal Lamy defendiÛ la iniciativa con entusiasmo, afirmando que muchos ecosistemas complejos podÌan ser minas de oro verde en las que podrÌan descubrirse medicinas, nuevas variedades de cosechas y otros beneficios para el mundo entero, por lo que no parece adecuado que solo los paÌses con tales recursos se beneficien con su explotaciÛn. Por todo ello, continuÛ el comisario, la UE con esta iniciativa reafirma su compromiso de poner el desarrollo en la agenda de las negociaciones de la OMC.
La propuesta comunitaria intenta conciliar dos acuerdos en principio incompatibles: por un lado, el acuerdo TRIPS , que permite que se patenten descubrimientos biotecnolÛgicos, y, por otra parte, el Convenio sobre la Diversidad...
