Respuesta del Sr de Silguy En nombre de la Comisión (13 de octubre de 1998) Con arreglo al Tratado CE (apartado 1 del artículo 105 A, la emisión de billetes bancarios en euros es competencia del Banco central europeo (BCE) y de los bancos centrales nacionales (BCN), siendo el primero el único facultado para autorizar la emisión de dichos billetes. La preparación técnica de los billetes en euros se encomendó al Instituto Monetario Europeo (IME), hasta que la creación del BCE (1 de junio de 1998), fecha a partir de la cual éste es el responsable de dicha tarea.
Según la información facilitada por el BCE, trece Estados miembros cuentan con su propia fábrica de billetes. Los dos Estados miembros que carecen de la misma compran sus billetes bancarios a impresores europeos privados que ofrecen las necesarias garantías de seguridad. En virtud de la decisión del consejo de gobernadores de la BCE adoptada en junio de 1998, la fabricación de billetes en euros para el lanzamiento inicial se realizará a escala nacional siguiendo los criterios antes descritos, aunque existe la posibilidad excepcional de que la fabricación de que aquellos billetes cuyo volumen necesario sea sumamente bajo se fabriquen conjuntamente.
La acuñación de monedas es competencia de los Estados miembros (apartado 2 del artículo 105 A). Las fábricas nacionales de moneda serán las encargadas de fabricar las monedas en euros.
Así pues, habida cuenta de que la mayor parte de la producción se realizará a nivel nacional, el transporte de billetes y monedas en euros y, por consiguiente, los riesgos y costes que del mismo se deriven, serán muy limitados.
