Respuesta del Sr. Nielson en nombre de la Comisión (15 de marzo de 2002) La Unión ha seguido siempre atentamente la situación de los prisioneros de etnia Bubi acusados de la tentativa de golpe de estado de junio de 1998, tras su arresto.
La Unión ha intervenido en varias ocasiones al respecto, lo que condujo en primer lugar a que la pena de muerte a la que habían sido condenados 15 prisioneros se conmutara en cadena perpetua. Con la amnistía de enero de 2001, unos 30 prisioneros implicados, condenados a una pena igual o inferior a seis años, fueron liberados.
En su última visita de noviembre de 2001, el representante especial de la Comisión de Derechos Humanos de las Naciones Unidas pudo visitar a todos los lugares de detención y constató, globalmente, una mejora de las condiciones de detención de los 'Bubi'.
Por otra parte, en el marco del diálogo político con Guinea Ecuatorial, la Unión ha insistido siempre en la necesidad de que el país se adhiera lo antes posible al Convenio contra la tortura y otras penas o tratamientos crueles, inhumanos o degradantes y al Convenio sobre la eliminación de cualquier forma de discriminación racial.
La Unión ha reiterado asimismo la importancia del respeto y la aplicación de los acuerdos del Pacto nacional entre el Gobierno y los partidos políticos.
En este sentido y con objeto de favorecer el establecimiento del Estado de derecho y atenuar las tensiones étnicas, la Comisión aprobó en 2001 un proyecto que apoya el desarrollo de la sociedad civil y refuerza tanto la seguridad jurídica como las funciones y actividades del Parlamento.
