*EU Council of MinistersEU Ministers responsible for Industry will meet in Brussels on November 9 in Brussels, their session agenda including debates on competitiveness, and how to encourage small and medium-sized enterprises make the most of information technology. The European Commission will also report to the Council on the general response to its White Paper on modernisation of the rules on restrictive business practices and abuse of dominant position implementing. Audiovisual Ministers are due to gather in Brussels on November 23.* IST and Growth events in the United KingdomThe Institute of European Trade and Technology (EITT) is staging United Kingdom information days relating to the second call for proposals under the EU's Competitive and Sustainable Growth programme. The events will be held on November 15 in London and November 16 in Birmingham. They will provide information and advice to organisations interested in participating in the second round of proposals for the Growth programme, part of the Fifth Framework Programme. Commission officials will be on hand to explain the objectives and priorities of the Key Actions, in particular that on "Innovative products, processes and organisations", as well as providing information on the generic activity on materials. The EITT is also continuing with proposal writing and project management workshops for the IST and Growth programmes. A two-day course on proposal writing is scheduled for November 25 and 26 1999 in Brussels; December 16 and 17 1999 in London; January 18 and 19 2000 in Amsterdam; and February 3 and 4 2000 in Paris. Day one will provide a detailed introduction to the Growth programme and the requirements for submitting a successful proposal. Day two will provide a step by step guide to successful proposal writing. The workshops, which are led by growth experts, are delivered through lectures, group exercises, discussions, case studies and one to one consultations. For the IST programme a proposal writing and project management course will be held on December 6 and 7 1999 in Amsterdam. It is aimed at those preparing proposals under the current call or future calls, as well as current and future IST coordinators.
