The European commissioners' cabinets did not manage to agree, on 5 January, on the proposal for an EU position in preparation for the next meeting, scheduled from 13 to 25 March in Doha, of the parties to CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora).
