Valdis Dombrovskis, Member of the Commission . - Madam President, thank you for giving me the opportunity to set out briefly the main elements of the review of economic governance that the Commission published on 28 November. The Commission has already had an opportunity to discuss this topic with the Committee on Economic and Monetary Affairs (ECON) on 2 December. I am looking forward to discussing this important topic further with you today and in the period to come.

Let me start by recalling that the economic and financial crisis revealed important weaknesses in the original economic and monetary union set-up. In response, Europe has taken action on a number of fronts. Action has been truly impressive, especially compared with what was considered feasible just a few years ago. The euro area has been significantly bolstered by the setting up of a strong permanent firewall in the form of the European Stability Mechanism to ensure financial stability. We have created a banking union to address the fragmentation of the financial sector and to facilitate access to financing. Finally, we have strengthened our economic governance in order to reinforce economic and budgetary coordination.

The six-pack and the two-pack are the core elements that have led to the strengthening of economic governance. They have led to a strengthening of budgetary surveillance under the Stability and Growth Pack, the broadening of the scope of surveillance to include the area of macroeconomic imbalances as well as countries experiencing difficulties with financial stability, and to the codification in legislation of integrated economic and budgetary surveillance in the form of the European Semester.

In line with the legal requirements in the various pieces of legislation, the Commission has concluded a review of these new instruments. Broadly speaking, the review clauses require us to assess three elements of the six-pack and two-pack. First of all we have to assess the effectiveness of the regulations; this means to what extent the new rules have been effective in achieving their objectives. Secondly, we need to evaluate the impact of the rules on enhancing closer coordination of economic policies, and finally how the rules on the new economic governance have contributed to sustained economic governance in the European Union.

Due to the limited time span since its entry into force, experience with the application of the new governance system has been limited and a number of specific instruments remain untested. This concerns more specifically the excessive imbalances procedure. Furthermore, the system has so far been applied in specific economic conditions during and in the aftermath of the severe crisis. This limits the possibilities for judging the effectiveness of the system's preventive role.

For these reasons the review the Commission published in November is short and factual and takes stock of the application of the new instruments since they have been in force; that is, autumn 2011 for the six-pack, and 2013 for the two-pack. It discusses separately the issues of fiscal surveillance, macroeconomic imbalances and the framework for countries experiencing difficulties as regards financial stability. It also briefly discusses the interlinkages between the various elements.

The review also highlights some improvements introduced by the six-pack and two-pack reform. Notably it has deepened and widened economic governance and has contributed to achieving progress as regards fiscal consolidation and correcting macroeconomic imbalances.

Finally, the Commission's review identifies some possible areas for improvement. This relates mainly to the complexity of the system with regard to overlapping...
