Der Präsident. - Meine Damen und Herren! Auf unserer Ehrentribüne haben die Preisträger des diesjährigen Europäischen Bürgerpreises Platz genommen, die unserem Haus einen zweitägigen Besuch abstatten. Mit diesem Preis wird das außergewöhnliche Engagement für ein besseres gegenseitiges Verständnis und für mehr Integration in der EU gewürdigt. Heute um 17.30 Uhr findet im Yehudi-Menuhin-Saal eine Feierstunde zu Ehren unserer Gäste statt. Ich darf die Preisträgerinnen und Preisträger des Bürgerpreises herzlich willkommen heißen!

Der Präsident. - Meine Damen und Herren! Der endgültige Entwurf der Tagesordnung dieser Tagung, wie er in der Konferenz der Präsidenten in ihrer Sitzung vom Mittwoch, dem 11. Februar 2015, gemäß Artikel 152 der Geschäftsordnung festgelegt wurde, ist verteilt worden. Zu diesem Entwurf wurden folgende Änderungen beantragt:

Die Fraktion der Europäischen Volkspartei beantragt, eine Erklärung der Hohen Vertreterin für Außen- und Sicherheitspolitik der Union und Vizepräsidentin der Kommission zur Lage in Venezuela auf die heutige Tagesordnung zu setzen, und zwar als vorletzten Punkt vor den Ausführungen von einer Minute zu wichtigen politischen Fragen und mit Entschließung, über die in der März-I-Tagung in Straßburg abgestimmt werden soll.

Zudem beantragt die EVP-Fraktion, die heutige Sitzung bis 22.00 Uhr zu verlängern.

Luis de Grandes Pascual, en nombre del Grupo PPE . – Señor Presidente, la petición ha sido expresada por su Señoría en términos muy claros: pedimos que se modifique el orden del día, que se abra un debate sobre Venezuela y que haya una propuesta de Resolución para que sea resuelta en el Pleno de Estrasburgo próximo.

Las razones -con toda brevedad- son muy claras. En diciembre ya esta Cámara aprobó una Resolución, con amplísimo apoyo, sobre la situación de Venezuela, pero no han pasado ni tres meses y la situación no solo no ha mejorado, sino que en todos los medios de comunicación del mundo se ve claramente que hay una situación excepcional: nuevos encarcelamientos, persecución política de la oposición y un riesgo creíble de involución, de forma que nuestra petición está más que justificada.

Ayer mismo, un pobre niño de catorce años murió en las calles fruto de un enfrentamiento. Señor Presidente, creemos que ese debate está más que justificado en los términos previstos.

Marina Albiol Guzmán, en nombre del Grupo GUE/NGL . – Señor Presidente, desde el Grupo de la Izquierda Unitaria Europea nos oponemos a que se incluya este punto en el orden del día porque entendemos que el único motivo de querer debatir hoy en este Pleno sobre la detención del alcalde de Caracas (que ha sido detenido por estar presuntamente implicado en un intento de golpe de Estado) es que ustedes están inmersos en una campaña contra el Gobierno venezolano y contra los procesos de transformación en América Latina, con el objetivo de contribuir a los planes de la extrema derecha venezolana que, de la mano de Estados Unidos, quiere derrocar a un Gobierno legítimamente elegido por el pueblo, como ya sucedió en el año 2002 en el golpe de Estado contra el Presidente Chávez. Un Gobierno cuyo único pecado ha sido sacar de la pobreza y del hambre a millones de personas… porque -seamos claros- al señor Ledesma se le detiene por golpista: por estar presuntamente implicado en un golpe de Estado.

13. Décision adoptée sur le cadre stratégique pour l'Union de l'énergie (débat)

Der Präsident. - Als erster Punkt der Tagesordnung folgt die Aussprache über die Erklärung der Kommission zu dem angenommenen Beschluss über einen strategischen Rahmen für die Energieunion (2015/2565(RSP)).

Maroš Šefčovič, Member of the Commission . - Mr President, the decision taken by the Commission on the Energy Union a few hours ago brings an important message to every European household and business: the message that Europe is serious about the fundamental energy transition – an energy transition that is just and fair and that will deliver affordable, secure, competitive and sustainable energy to all. It was extremely important for me to come to the Parliament as soon as the decision was taken in order to deliver this message to you and, through you, to the European citizens.

Energy is indispensable. It is the lifeblood of our citizens' livelihoods and of our economy, yet we have all grown used to paying high energy bills as if it were a fact of life. We have got used to the current threats to our energy supply in winter, and all of us have got used to the threats of global climate change. Yet not nearly enough has been done to really tackle these issues.

Today we are taking a big step towards an energy market that is economically sustainable, socially inclusive and environmentally friendly: an energy market that is integrated, interconnected, resilient and secure. It is a triple-win strategy, because it will benefit citizens, businesses and the environment.

Let me highlight four main characteristics of the Energy Union. First, the Energy Union, like the European project itself, is based on trust and solidarity. Over the past decades, Member States have come to rely on each other in numerous fields. It is time we also applied the same principle in our energy markets. Member States should in all circumstances know that they can rely on their neighbours, especially when confronted or threatened with supply disruptions.

Second, the Energy Union should deliver a free flow of energy across Europe as if it were a fifth freedom. The strategy we have adopted is the most ambitious European energy project since the European Coal and Steel Community. It has the potential to boost Europe's integration project in the way the Coal and Steel Community did in the 1950s, and it should remind citizens – and also our companies – of the great potential of the common European market.

A century ago, when electricity grids were laid in Europe, they were interconnecting regions across the nations. We now have to do the same at European level. We will integrate the 28 European energy markets into one. We will come forward with new legislation to strengthen the European regulatory framework, a necessity if we want to continue to increase cross-border energy flows. We will speed up critical infrastructure projects and monitor them much better because, without this hardware, we will have an internal energy market only on paper. We will encourage and assist Member States to phase out uncoordinated national policies that distort the functioning of the market, and we will produce, every two years, a report on how energy prices are composed, creating more transparency and a better functioning of the market. Energy prices are a real issue for our consumers but equally for the competitiveness of our industry.

Thirdly, the Energy Union puts energy efficiency first. We have to fundamentally rethink energy efficiency and treat it as an energy source in its own right. We will come forward with new legislation on electricity market design, and this will ensure that energy efficiency can compete on equal terms with generation capacity.
