An amendment has been made to the abstract of this article on 1 November 2011,

following publication in European Law Journal volume 17 issue 5 on 1 August 2011.

The online version of the article has been corrected.

The main text amendment is the removal of the phrase ‘Documentos de Seguridad y

Defensa no. 29, Madrid, January 2010’ from the abstract; the phrase was inserted

erroneously during the proofing process.
