La UE deroga normas estrictas en materia de subproductos animales
El Comité Permanente de la UE sobre la Cadena Alimentaria y la Salud de los Animales acordó el pasado 22 de abril la derogación de las normas más estrictas del Reglamento 1774/2002, que entró en vigor el 1 de mayo de 2003, por el que se establecen normas sanitarias aplicables a los subproductos animales no destinados al consumo humado.
El Reglamento establece normas precisas respecto a lo que se debe hacer con cada tipo de estos subproductos, prohibiendo, entre otras cosas, en lo que deben y lo que puede hacerse con los materiales animales que están excluidos de la cadena alimentaria. Prohíbe, entre otros, el comercio de estiércol animal sin transformar y el uso de materia animal infectada para la fabricación de pienso.
Las principales medidas provisionales que se adoptaron se referían a:
- Residuos de restauración y aceite de cocina utilizado. Aunque los Estados miembros de la UE acordaran prohibir la reutilización de residuos de restauración, incluidos los aceites de cocina utilizados en los restaurantes y demás instalaciones de restauración, para la alimentación de animales, se ha acordado una prórroga de un año en la entrada en vigor de dicha prohibición para Austria y Alemania. Medidas transitorias similares para el aceite de cocina utilizado en para fabricar pienso permitirán que la industria en el Reino Unido e Irlanda adapte sus prácticas empresariales. Las medidas transitorias para el aceite de cocina reutilizado estarán en vigor hasta el 31 de octubre de 2004.
- Entierro y quema de reses muertas en explotaciones agrícolas. El Reglamento permite esta práctica en relación con animales de compañía muertos, cuando se lleven a cabo en áreas alejadas y en ciertos casos de brotes de enfermedad. El Comité de la UE ha permitido que pequeños incineradores utilizados comúnmente en perreras y ciertas explotaciones agrícolas continúen con sus prácticas hasta el 31 de diciembre de 2004.
- Animales de peletería y peces. El Reglamento prohíbe la alimentación de los peces de piscifactoría con restos de animales muertos de la misma especie a fin de evitar la continuidad de las enfermedades específicas de los peces de piscifactoría. Sin embargo, se ha concedido una derogación a todos los Estados miembro que les permitirá alimentar a los peces de piscifactoría con piensos fabricados a partir de restos de peces criados en libertad.
