El debate sobre el futuro de la política de cohesión europea después de 2006, y, en particular, el papel que deberá desempeñar la Perspectiva Europea de Ordenación del Territorio, es sólo el comienzo. El 31 de enero de 2001, la Comisión publicó su Segundo Informe sobre Cohesión (2 ), en el que se exponen una serie de ideas y opciones sobre esta cuestión destinadas a estimular el debate. El Parlamento se involucrará plenamente en el mismo. Por lo que respecta a las regiones más periféricas, su Señoría debe saber que la Comisión ha presentado al Consejo propuestas en los ámbitos de política estructural y desarrollo rural a fin de tener en cuenta sus particulares circunstancias (3 ).

(2001/C 187 E/071) PREGUNTA ESCRITA E-3859/00 de Diana Wallis (ELDR) a la Comisión (8 de diciembre de 2000) Asunto: Sistemas de interceptación a escala comunitaria En respuesta a mi pregunta E-2655/00 (1 ), la Comisión afirmaba no tener conocimiento de ningún intento de imponer sistemas incorporados de interceptación a escala comunitaria.
Los artículos 20 (recopilación en tiempo real de datos informáticos) y 21 (interceptación de datos relativos al contenido) del borrador presentado por el Consejo de Europa de un Convenio destinado a combatir el cibercrimen en Europa implican la introducción de sistemas incorporados de vigilancia a escala paneuropea y, posiblemente, global (gracias a la participación de los Estados Unidos en el proceso de redacción).
Las definiciones tan inaceptablemente amplias que establece el artículo 1 del borrador del Convenio agravan aún más el peligro. En su documento informal de 2 de octubre de 2000, la propia Comisión expresó sus numerosas preocupaciones con respecto al actual borrador del Convenio, indicando la gravedad de la propuesta.
