EUROPEAN CONVENTION: FRENCH FOREIGN MINISTER IS THE LATEST RECRUIT.

French Foreign Minister Dominique de Villepin will replace Pierre Moscovici as the Government's representative to the European Convention. Mr Moscovici was a member of the outgoing Socialist Government and his presence in the wake of the victory of Jacques Chirac's political majority in the elections of last Spring was seen as an anomaly.
