* World Association of Newspapers' Congress and the World Editors' Forum The Congress will be attended by some 700 publishers and the Forum by some 200 editors in chief of the world's most important newspapers. They include the Bejing Youth Daily, the Frankfurter Allgemeine Zeitung, Politiken, Le Monde, the New York Times, the Washington Post, O Globo and Ashahi Shimbun. Its objective was to analyse the role of committees in the Community political process with a view to contributing to a better understanding of decision-making in the European multi-level system of governance. The empirical enquiry focused on the standing committees of the EP, working parties in the Council and implementing or "comitology" committees. The theoretical framework guiding empirical research was the concept of deliberative democracy and legitimacy. Thise colloquium will present the findings, which will be commented on by experts from academia and Community institutions.
