Und er Fr ame work Contract no . ENV.A.2/ FRA/ 2015/ 0008, DG Envi ronm ent of the
Eur opean Com mission req uest ed a cons ortium led by Oeko-Institut has developed a
meth odology to suppor t t he e valu ation of exemptio n applications accord ing to the
cri ter ia in Ar ticl e 5( 1) of D irect ive 2011/ 65 /EU (RoHS hereina fter).
The met hodo logy dev eloped t akes int o account th e pr actice used i n pr evious
exemp tio n assessm ent s un der t he RoHS Di rective.
The meth odology also provid es elemen ts f or the com parison of q uant ified im pact s, o n
th e ba sis of life cy cle analyses, in cases w here th e justi ficat ion of an exempt ion is
argued by the app lican t relyi ng on t he t hir d Art icle 5(1 )( a) crit erion.1 This may be the
case wh ere the use of a RoHS substan ce m ay result in l ower env iro nme nta l im pac ts
stemm ing for example f rom energy e ffici ency gai ns or of th e use of recy cled
