Comité Internacional de la Cruz Roja pudiera entrar plenamente en contacto con dichos presos. El Consejo exigió asimismo la inmediata puesta en libertad de los presos retenidos sin cargos y que se tratara a los presos de conformidad con las normas internacionales aplicables. Tras el Consejo de Asuntos Generales del 19 de julio, las autoridades de Belgrado autorizaron el acceso a las prisiones serbias por parte del CICR, que en sus visitas in situ contabilizó aproximadamente 2000 presos albano-kosovares. Desde junio, el CICR ha ayudado a cerca de 326 personas a regresar a sus casas en condiciones de seguridad una vez que se les hubo puesto en libertad en Serbia.
En su reunión del 13 de septiembre de 1999, el Consejo manifestó su profunda preocupación por el hecho de que siga abierta la cuestión de la desaparición de varios miles de personas, en su inmensa mayoría albano-kosovares.
Su Señoría puede tener la certeza de que el Consejo continuará haciendo a este respecto cuanto esté a su alcance y valorará especialmente como uno de los elementos clave para un eventual levantamiento de las sanciones al régimen de Belgrado los avances en el terreno de las libertades democráticas y el respeto de los derechos de las minorías.
