De acuerdo con la Directiva 91/271/CEE del Consejo, de 21 de mayo de 1991, sobre el tratamiento de las aguas residuales urbanas (1 ), todas las aglomeraciones de más de 10 000 habitantes deberán dotarse de medios para eliminar el nitrógeno y el fósforo de las emisiones de las aguas residuales. Con arreglo a la Directiva 91/676/CEE del Consejo, de 12 de diciembre de 1991, relativa a la protección de las aguas contra la contaminación producida por nitratos utilizados en la agricultura (2 ), en todas las zonas donde se practique la agricultura intensiva habrán de adoptarse programas de actuación eficientes destinados a reducir los vertidos de nitrógeno. La Comisión continúa ejerciendo presión sobre las autoridades nacionales, por la vía legal, a fin de garantizar que las citadas medidas se apliquen correctamente.
Las sanciones impuestas a los pescadores por la vulneración de las disposiciones de los reglamentos sobre protección de los recursos pesqueros no son competencia de la Comunidad; dichas sanciones dimanan del ordenamiento jurídico italiano y no de la normativa comunitaria. El Reglamento (CE) no 1626/94 del Consejo, de 27 de junio de 1994, por el que se establecen determinadas medidas técnicas de conservación de los recursos pesqueros en el Mediterráneo (3 ) y sus ulteriores modificaciones fijan las condiciones en las que deben desarrollarse determinadas actividades pesqueras. Por lo demás, las posibilidades de intervención de la Comunidad en lo que respecta al precio del petróleo son escasas.
Las condiciones de las paradas biológicas se establecen con arreglo a disposiciones nacionales de las que la Comisión ha tenido conocimiento. Si, a juicio de Sus Señorías, hay aspectos de dichas disposiciones que no resultan adecuados, pueden solicitar su modificación a las autoridades italianas y someter a la consideración de la Comisión la versión modificada, a través de los cauces habituales.
