Miércoles, 4 de septiembre solicitud del Grupo Verts/ALE, cuyo objeto es la inclusión, en debate extraordinario (artículo 111 bis del Reglamento), de sendas declaraciones del Consejo y de la Comisión sobre la Corte Penal Internacional, a raíz de la reunión de Ministros de Asuntos Exteriores de la Unión en Helsingør, teniendo en cuenta que, en caso de aceptación de esta solicitud, el tiempo de uso de la palabra de 90 minutos atribuido a los grupos políticos para las declaraciones sobre el Iraq debería reducirse a 60 minutos.
Intervienen sobre esta solicitud los diputados Cohn-Bendit, en nombre del Grupo Verts/ALE, quien motiva la solicitud, Poettering, en nombre del Grupo PPE-DE, quien propone que el debate se celebre en el período parcial de sesiones de septiembre II, Barón Crespo, en nombre del Grupo PSE, quien manifiesta su acuerdo con la propuesta del Sr. Poettering pero sugiere que se someta esta cuestión a la comisión AFET durante su próxima reunión y que se solicite a la Comisión que remita el informe, que según parece existe, sobre las consecuencias que podría tener el hecho de que un Estado miembro modifique su posición en relación con la posición común adoptada, lo que podría representar una violación de los Tratados, Watson, en nombre del Grupo ELDR, quien apoya la sugerencia del Sr. Barón Crespo y quien insiste en que, en cualquier caso, no se reduzca la duración de los otros debates de este miércoles.
El Parlamento rechaza la solicitud del Grupo Verts/ALE.
Haciendo suya la sugerencia del Sr. Barón Crespo, el Sr. Presidente remite la cuestión para su examen a la comisión AFET.
Interviene el Sr. Leinen, miembro de la Delegación para las Relaciones con Rumania, quien indica que el Parlamento rumano debe examinar a mediados de septiembre el acuerdo alcanzado en la materia por el Ministro de Asuntos Exteriores de Rumania con los Estados Unidos, sin que éste hubiera informado al Parlamento rumano. Pide que se remita una carta al Presidente del Parlamento rumano, con objeto de que este último se atenga a la posición común de la Unión Europea y no refrende este acuerdo.
