El régimen lingüístico en vigor continúa siendo el establecido por el Reglamento no 1 de 1958, modificado con motivo de las adhesiones sucesivas. Este régimen puede modificarse de acuerdo con el principio del artículo 217 del Tratado CE.
Durante la preparación de sus propuestas en el marco de la Agenda 2000, la Comisión consideró implícitamente la hipótesis de la aplicación de un régimen lingüístico que incluya el empleo de las lenguas de los países candidatos. La Comisión ha establecido un programa de formación para responder a las nuevas necesidades de traducción.
En lo que respecta a la interpretación, la Comisión está convencida de que es factible aumentar la capacidad de la interpretación, por ejemplo, mediante cabinas modulables acopladas a una interpretación asimétrica, la formación adecuada e intensiva y la contratación específica. En esta línea, la reorganización del Servicio Común Interpretación-Conferencias (SCIC) de la Comisión que comenzó en el segundo semestre de 1996 le ha permitido comprometerse a proporcionar, presupuesto constante de 1998, una cobertura suplementaria de 500 lenguas pasivas (lenguas a partir de las cuales un intérprete realiza una interpretación) y la interpretación en las nuevas lenguas oficiales eventuales a un coste mínimo, y en un plazo de cinco años. En este contexto, la Comisión decidió a partir de este año realizar un esfuerzo muy especial en materia de formación para las lenguas de los países de Europa Central y Oriental (PECO).

En lo que respecta a las lenguas utilizadas durante las negociaciones con vistas a la adhesión entabladas con Chipre, Estonia, Hungría, República Checa y Eslovenia, la situación es la siguiente. Las negociaciones comenzaron por un examen analítico del acervo comunitario. Este examen consiste en una negociación capítulo por capítulo. Durante las reuniones, los países candidatos pueden expresarse en su lengua. Si este es el caso, se asegura un servicio de interpretación hacia el alemán, inglés y francés.
