ICTs.

Commissioner Reding told the Trans European Policy Studies Association (TEPSA): "ICT research efforts", accounting for a quarter of the EU's research budget, will focus on "industrial development for citizens and the economy". Concerning ICTs, the eEurope 2005 Action Plan will be followed by a new ICT strategy for the citizen. The Commissioner plans better access to health services, on-line education as well as "transparent and accessible" electronic administration - all via secure and high-speed networks. She wants the regulatory framework on electronic communications to be applied "effectively" in order to guarantee competition.
