Interoperability of EU Large-Scale Databases and Data Protection: Ensuring that the Two Remain Aligned

Krzysztof (Kris) Klebek is a senior law enforcement officer, lieutenant colonel of the Polish National Police, with almost 30 years of experience in the areas of combating organised crime and war crimes, international police cooperation, and information management.


At present he serves as head of Information Management Strategy, Planning and Business Product Management Team with EUROPOL based in The Hague/The Netherlands. EUROPOL's mission is to support the EU Member States in their fight against serious and organised crime and terrorism.


At Europol Kris is leading a number of products and initiatives in the area of information management, including secure communication (SIENA), Europol Information System (EIS), Large File Exchange (LFE), Europol Platform for Experts (EPE), search system interface QUEST, pilot project on European Police Record Index System (EPRIS), the Universal Message Format (UMF) programme and many others. In addition, Kris is the programme manager of EU Interoperability@Europol programme, focussed on the implementation of the new architecture involving enhancements to the existing systems (SIS, VIS, EURODAC) and building Europol’s connection to the new systems (EES, ETIAS, ECRIS-TCN, PRŰM II) and various interoperability components (ESP, CIR, CRRS etc.).


Formerly Kris served in various positions including as a manager at a variety of law enforcement organisations and agencies such as the Central Bureau of Investigations (CBS) in Poland, the United Nations International Police Task Force (UN IPTF) in Bosnia & Herzegovina, the International Criminal Tribunal for the former Yugoslavia (ICTY) in The Netherlands, INTERPOL General Secretariat in France and most recently EUROPOL.
