1.0 Introduction
1.1 Background to the study
Recent high profile cases of corruption in sport have shown the potential damage
corruption cases can cause to sport’s reputat ion for integrity and fair play. Corrupt ion
has been shown to manifest in varying contexts ranging from non-profit community-
based activities through to activities involving high profile in ternational events. In
addition to traditional forms of corruption, particular types of corruption such as match
fixing, spot fixing and doping are uniqu e to the industry. The complex and
multidimensional nature of corruption in sport has created si gnificant challenges for sport
management and policy mak ers in identifying where the problems lie and developing
actions to safeguard the integrity of sport globally.
1.2 Aims and objectives
The Terms of Reference for this study set out the foll owing key objective:
to complete a mapping review of what types of corruption exist in different EU Member
States, if/how they are dealt with at national and/or in ternational level and wh at kind of
legal instruments exist t o deal with them and minimise potential risks and in order to
provide the European Commission with adequate knowledge of existing initiatives in
order to identify where best to focus its efforts and those of the Member States in
the years to come.
The key aims of the research are as follows:
To provide a mapping of different types of corruption in sport in the EU
To develop an understanding of how individual Members States and international
authorities are addressing this problem
To develop knowledge of good practice approac hes in addressing the particular types
of corruption identifi ed and to provide information on the current risks that are faced
in this area
To identify potenti al actions to take forward to support the EU to develop effecti ve
measures that could support Member States to tackle corruption and add value to
the existing work of other bodies
The particular objectives of the research are to:
Review recent key acad emic research that defines the different types of corruption in
sport as well as misconduct / wrongdoing / misbehaviour.
Review key research an d policy papers that h ighlight the responses and bi ggest risks
facing Member States and the Commission in the field .
Identify data and information on manif estations of corruption in sport across the EU
and in individual Members States.
Identify and list existing responses at national and international level aimed at
fighting corruption in sport.
