(2002/C 172 E/123) PREGUNTA ESCRITA E-3708/01 de Jonas Sjöstedt (GUE/NGL) a la Comisión (17 de enero de 2002) Asunto: Propuesta distorsionadora de la competencia A principios de noviembre de 2001, el ministro sueco de Finanzas, Sr. Ringholm, presentó en el congreso de su partido una propuesta de reducción y supresión de las cargas patronales en las administraciones municipales y provinciales. Se propone su reducción en un punto para todas las actividades de los ayuntamientos en 2002 y su supresión total para los nuevos empleos municipales.
Las empresas privadas han expresado sus críticas. Cuando expire un contrato, será casi un 40 % más barato para los ayuntamientos retomar el control de la actividad de que se trate.
Se critica la propuesta del Sr. Ringholm aduciendo que distorsionaría la competencia en el mercado interior. Un experto sueco considera, por ejemplo, que imponer un impuesto diferente a la misma actividad dependiendo de quién sea el empresario equivale a establecer un impuesto discriminatorio.
El ministro de Finanzas retiró posteriormente su propuesta.
¿Qué piensa la Comisión de la mencionada propuesta? ¿Considera la Comisión que dicha propuesta podría aplicarse si así lo decidiera el Parlamento sueco o considera la Comisión que la propuesta implica una distorsión de la competencia en el mercado interior? Respuesta del Sr. Monti en nombre de la Comisión (26 de febrero de 2002) El apartado 1 del artículo 87 del Tratado CE establece que serán incompatibles con el mercado común, en la medida en que afecten a los intercambios comerciales entre Estados miembros, las ayudas otorgadas por los Estados o mediante fondos estatales, bajo cualquier forma, que falseen o amenacen falsear la competencia, favoreciendo a determinadas empresas o producciones.
