(2000/C 219 E/214) PREGUNTA ESCRITA E-2455/99 de Lousewies van der Laan (ELDR) a la Comisión (16 de diciembre de 1999) Asunto: Mala administración en la Secretaría de la Carta de la Energía La Comisión Europea asistió a la reunión de la Conferencia de la Carta de la Energía celebrada el 30 de julio de 1999, en la que el Sr. Christophersen, Presidente de la Conferencia, destacó las graves anomalías constatadas en la administración de la Secretaría, hecho que se pone de relieve en el informe Arthur D.
Little encargado por su antecesor, el Embajador Rutten. La Comisión Europea es parte signataria de la Carta de la Energía y, como tal, debería estar interesada en velar por una aplicación eficaz de la misma. La Comisión ha asistido a la Secretaría mediante contribuciones concretas (facilitando salas y servicios de traducción).

¿Qué medidas ha adoptado la Comisión después de dicha reunión para garantizar que el problema se resuelva urgentemente? 2. ¿Qué medidas va a adoptar la Comisión para garantizar que no vuelva a repetirse tal situación? Respuesta de la Sra. de Palacio en nombre de la Comisión (17 de enero de 2000) La Comisión desea comunicar a Su Señoría que no es signataria del Tratado de la Carta de la Energía. Son signatarios o partes contratantes de dicho Tratado las Comunidades y sus quince Estados miembros.
Las Comunidades están representadas en la Carta de la Energía por la Comisión y por la Presidencia de la Unión.
A propuesta de la Unión, la Conferencia de la Carta de la Energía, apoyada por el Sr. Christophersen, su Presidente, decidió por consenso, el 7 de diciembre de 1999, sustituir a partir del 1 de enero de 2000 al Sr. Schütterle (Alemania), actual Secretario General, por la Sra. Kemper (Alemania), por un período de cuatro años que podrían ser objeto de una prórroga de dos años.
