Nuevo paso en la adopción de la regulación de OGM
Durante el Consejo de Agricultura y Pesca celebrado los días 17 y 18 de marzo, los ministros aprobaron, entre los puntos adoptados sin necesidad de debate, dos Posiciones Comunes tendentes a unificar a nivel comunitario la regulación de requisitos y procedimientos a seguir en relación con los organismos genéticamente modificados.
La primera propuesta, la Posición Común 15798/02, adoptada con el voto en contra de Luxemburgo, Países Bajos, Dinamarca y Reino Unido con vistas a la adopción del Reglamento del Parlamento Europeo y del Consejo relativo a la trazabilidad y al etiquetado de organismos modificados genéticamente y a la trazabilidad de los alimentos y piensos producidos a partir de éstos, por el que se modifica la Directiva 2001/18/CE. Dicha propuesta prevé que el futuro Reglamento establecerá un marco para asegurar la trazabilidad de productos que contengan organismos genéticamente modificados, a efectos de facilitar su etiquetado y la supervisión de sus efectos sobre el medio ambiente y la salud de las personas.
El sistema actual de etiquetado de OGM está basado en la detectabilidad del ADN o de la proteína genéticamente modificada en el producto alimentario final, lo que, en la práctica, significa que no necesitarían un etiquetado especial aquéllos productos muy tratados elaborados a base de material genéticamente manipulado, como es el caso de los aceites altamente refinados.
Por el contrario, las propuestas relativas a etiquetado prevén que los fabricantes de alimentos transgénicos deberán trazar sus productos hasta su origen, de modo que cuando el contenido transgénico supere el 0.9%, dichos productos deberán llevar un etiquetado especial, lo que, en opinión de los redactores de la Posición Común, garantizará la libertad de elección de los consumidores.
En segundo lugar, el Consejo adoptó, con el voto en contra de Reino Unido, Austria y Luxemburgo, la Posición Común 5204/03, con vistas a la adopción del Reglamento sobre Alimentos y Piensos modificados genéticamente, que contiene normas relativas la adopción de un procedimiento único a nivel comunitario relativo a la autorización y supervisión de productos genéticamente manipulados.
