Visto el Tratado constitutivo de la Comunidad Europea,
Vista la propuesta de la Comisi n,
Visto el dictamen conforme del Parlamento Europeo,
Vista la Decisi n 97/836/CE del Consejo, de 27 de noviembre de 1997, relativa a la adhesi n de la Comunidad Europea al Acuerdo de la Comisi n Econ mica para Europa de las Naciones Unidas sobre la adopci n de prescripciones t cnicas uniformes aplicables a los veh culos de ruedas y los equipos y piezas que puedan montarse o utilizarse en stos, y sobre las condiciones de reconocimiento rec proco de las homologaciones concedidas conforme a dichas prescripciones ( ) y, en particular, el segundo gui n del apartado 2 de su art culo 4, (1) Considerando que, cuando un proyecto de reglamento de la Comisi n Econ mica para Europa de las Naciones Unidas que deba adjuntarse al Acuerdo revisado de 1958, se somete a la votaci n del Comit de Administraci n constituido en aplicaci n de las disposiciones del apartado 2 del art culo 1 de dicho Acuerdo, dicho proyecto deber ser aprobado por el Consejo antes de que la Comunidad pueda votar a favor de su adopci n;
