HAS
ADOPTED
THIS
REGULATION
:
Article
1
Having
regard
to
the
Treaty
establishing
the
European
Economic
Community
,
and
in
particular
Article
43
thereof
;
,
Having
regard
to
Regulation
No
24
1
on
the
progressive
establishment
of
a
common
organisation
of
the
market
in
wine
,
as
last
amended
by
Regulation
(
EEC
)
No
816
/
70
,
2
and
in
particular
Article
4
thereof
:
The
date
31
October
1971
shall
be
substituted
for
the
date
31
August
1971
appearing
in
the
second
sentence
of
Article
37
of
Regulation
(
EEC
)
No
816
/
70
.
Article
2
The
following
third
paragraph
shall
be
added
to
Article
1
of
Regulation
(
EEC
)
No
817
/
70
:
'
Until
Member
States
have
adopted
,
in
respect
of
the
quality
wines
p.s.r
.
produced
on
their
territory
,
the
national
provisions
on
conditions
of
production
referred
to
in
Articles
2
, 3
,
4
,
6
(
1
),
7
.
and
10
,
and
until
31
August
1973
at
the
latest
,
wines
appearing
on
,
a
list
adopted
according
to
the
procedure
provided
for
in
Article
7
of
Regulation
No
24
shall
be
considered
as
quality
wines
p.s.r
.
if
they
are
in
conformity
with
the
other
provisions
of
this
Regulation
.'

the
proposal
from
the
Commission

regard
to
the
Opinion
of
the
European
Parliament

Whereas
Article
37
of
Council
Regulation

EEC
)

laying
down
additional
provisions
for
the
common
organisation
of
the
market
in
wine
,
as
last
amended
by
Regulation
(
EEC
)

,

provides
that
transitional
measures
shall
be
applicable
only
until
31
August
1971
;
whereas
the
reasons
underlying
Article
37
still
exist
;
whereas
a
longer
period
should
therefore
be
proyided
for
the
application
of
transitional
measures
;
Whereas
,
moreover
,
the
preparation
of
a
list
of
quality
wines
p.s.r
.
should
be
provided
for
,
pending
the
adoption
by
Member
States
of
rules
for
the
production
of
these
wines
provided
for
in
Council
.
