Presidente. – Dichiaro ripresa la sessione del Parlamento europeo interrotta giovedì 21 maggio 2015.

Prima di passare all'approvazione del processo verbale, volevo informare i cittadini europei che seguono la seduta del Paramento in streaming e i cittadini europei che assistono dalle tribune alla seduta di oggi che non tutti i parlamentari purtroppo sono presenti in Aula, a causa di un guasto tecnico che ha bloccato tutti gli aeroporti del Belgio, che – ci auguriamo – potranno essere riaperti alle quattro di oggi pomeriggio. È giusto, per tutelare l'immagine dei parlamentari, informare i cittadini che ci seguono.

Presidente. – Il progetto definitivo di ordine del giorno, fissato dalla Conferenza dei presidenti giovedì 21 maggio 2015 a norma dell'articolo 149 del regolamento, è stato distribuito.

Non ho ricevuto richieste di modifica dell'ordine del giorno e pertanto prendo atto che l'ordine del giorno è rimasto invariato.

Petras Auštrevičius (ALDE). – Mr President, I would like to draw your attention to the fact that, as we speak, there is an empty seat over there on my left, and we see that it belongs to one of the leaders of a political party from France, to Ms Marine Le Pen. I believe she is absent from this part-session not because of the trouble at Brussels airport, but because of her trip in Moscow.

According to various media reports, she is visiting Moscow to receive a regular credit line from Russian contacts and banks, and I believe she is there not just for money. She is in Moscow on instructions and we will hear about those instructions later in our session. I call on the French authorities to investigate this very dubious political campaigning and I call on Parliament to support my line.

Jean-Luc Schaffhauser (NI). – Monsieur le Président, je voudrais signaler à mon collègue que Marine Le Pen est à Paris et que s'il tient vraiment à s'informer des relations que nous pouvons avoir avec le président de la Douma, des échanges que nous avons chaque année avec le président Narychkine, qu'il sache que cela ne relève pas d'histoires de financement mais de la politique et des relations que nous avons de manière suivie – que j'ai aussi personnellement de fort longue date, depuis vingt ans – avec ce pays. Chers collègues, arrêtez donc, s'il vous plaît, de raconter n'importe quoi, d'aller chercher vos informations dans les caniveaux et tenez-vous-en à votre métier de professionnel, de député honnête.

Victor Boștinaru (S&D). – Mr President, I will also add my voice and ask the Conference of Presidents to consider the possibility of declaring a conflict of interests to be present when any politician or political party in this House gets loans from abroad. This is the case with the Front National and I will ask personally the Conference of Presidents to consider this very seriously.

Presidente. – Onorevole Boștinaru, non è un punto all'ordine del giorno. Il presidente del suo gruppo, se vorrà farlo, farà presente il problema da lei sollevato in occasione della prossima riunione dei presidenti del gruppo.

Sta per iniziare la seduta solenne. Il tema non è all'ordine del giorno. Un parlamentare ha sollevato il problema, un parlamentare ha risposto. Credo che ora dobbiamo dare spazio alla seduta solenne ed ascoltare il nostro ospite che è il signor Ban Ki-Moon. Quindi sospendiamo per un minuto, dando la possibilità al signor Ban Ki-Moon e al Presidente Schulz di entrare in Aula.

4. Seduta solenne - Allocuzione di Ban Ki-moon, Segretario generale delle Nazioni Unite

Der Präsident. – Sehr geehrter Herr Generalsekretär der Vereinten Nationen! Es ist uns eine große Freude, Sie erneut im Europäischen Parlament begrüßen zu dürfen. Sehr geehrte Frau Ban, auch Ihnen ein herzliches Willkommen. Sie haben Ihren Mann heute hierher begleitet – es freut uns ebenfalls, Sie im Europäischen Parlament willkommen heißen zu dürfen.

Vor 70 Jahren, Herr Generalsekretär, im Jahre 1945, wurden die Vereinten Nationen in San Francisco gegründet. Heute sind die Vereinten Nationen die wichtigste Organisation der internationalen Zusammenarbeit. Sie sind die tragende Säule der regelbasierten Weltordnung, und sie sind unentbehrlich für die Wahrung der internationalen Sicherheit – einer internationalen Sicherheit, die an unterschiedlichsten Plätzen der Welt herausgefordert ist wie nie zuvor und in der die Vereinten Nationen eine zentrale Rolle bei der Lösung der Konflikte spielen und spielen müssen, weil sie eines der Instrumente sind, das wir brauchen, um friedliche Lösungen herbeizuführen.

Die Europäische Union – und dieses Parlament in besonderer Weise – teilt die zentralen Ziele Ihrer Organisation, Herr Generalsekretär: die Bekämpfung der Folgen des Klimawandels, der Kampf gegen die weltweite Armut und den Hunger, das Engagement für Bildung und nachhaltiges Wachtsum. Allein diese Ziele sind Grundvoraussetzungen, um Friedensprozesse in Gang zu setzen, die wir, wie ich ausgeführt habe, dringend brauchen. Wir stehen in diesem Kampf als Europäisches Parlament – das kann ich sicher im Namen meiner Kolleginnen und Kollegen sagen – vorbehaltlos an Ihrer Seite.

Es ist mir deshalb eine große Ehre, Sie, Herr Generalsekretär, in unserem Hause der europäischen Demokratie willkommen zu heißen, und es freut mich, dass ich Ihnen zum zweiten Male im Europäischen Parlament das Wort geben darf.

Ban Ki-moon, Secretary-General of the United Nations . – Mr President, I am honoured to address the representatives of the people of Europe. I congratulate President Schulz on receiving the prestigious Charlemagne Prize this month for his work to promote democracy and to bring the European Parliament closer to the people of Europe it serves.

(Applause)

This Parliament represents a wide diversity of cultures and traditions bound by a common belief that we are stronger and better when we work together. You play an important role across every aspect of the United Nations agenda. The European Union is a pillar of international cooperation for peace, development and human rights. The United Nations simply could not do what it does without the support, encouragement and engagement of the European Union. I am deeply grateful for your strong commitment.

Today, I would like to highlight three dominant and interlinked challenges that must command greater collective attention: first, preventing violent extremism; second, addressing the migration challenge; and third, building a sustainable world for all.

First, the growth of violent extremism is a grave threat to international peace and security. The unspeakable wave of brutality against civilians being perpetrated by extremist groups is a direct challenge to the universal values of peace, justice, tolerance and human dignity. The wanton destruction of cultural heritage is another affront to our common humanity.
