¿Es consciente la Comisión de la dependencia extrema en que se hallan las regiones insulares de la UE respecto de los transportes aéreos, debido a que, evidentemente, no pueden acceder a la red de carreteras ni de ferrocarriles (y, por lo que respecta a la mayor parte de las regiones ultraperiféricas, a que no pueden utilizar la misma vía marítima para el transporte regular de pasajeros)? ¿Tiene intención la Comisión, sobre la base del apartado 2 del artículo 299 (para las regiones ultraperiféricas), del artículo 158 y de la declaración aneja No 30 adoptada en Amsterdam, de proponer que se adopten disposiciones que permitan que dicha medida, que agravaría las limitaciones impuestas por el aislamiento de las islas, no se aplique a los vuelos insulares o interinsulares? Respuesta común a las preguntas escritas E-2448/00 y E-2468/00 dada por el Sr. Bolkestein en nombre de la Comisión (12 de octubre de 2000) La Comisión es consciente de la situación de las regiones ultraperiféricas por lo que respecta al transporte aéreo.
Actualmente, la Directiva 92/81/CE del Consejo, de 19 de octubre de 1992, relativa a la armonización de las estructuras del impuesto especial sobre los hidrocarburos (1 ) impone, en cumplimiento del Convenio de Chicago (2 ), una exención obligatoria para el combustible destinado a la navegación aérea comercial. Un proyecto de directiva del Consejo relativa a la imposición de los productos energéticos (3 ), que debería sustituir a la Directiva 92/81/CEE, prevé que los Estados miembros podrán elegir gravar el combustible de aviación utilizado en los vuelos nacionales y los vuelos entre Estados miembros, sobre la base de acuerdos bilaterales. Además, en una comunicación reciente (4), la Comisión propone, en particular, que los Estados miembros intensifiquen su colaboración en el marco de la Organización de Aviación Civil Internacional (OACI) para instaurar un impuesto sobre el combustible de aviación y otros instrumentos con efectos similares. Esta comunicación es objeto de intercambios de opiniones en el Parlamento.
Por lo que se refiere a la situación específica de las regiones ultraperiféricas, los Estados miembros podrán negociar posibles disposiciones derogatorias en los acuerdos bilaterales, respetando las normas comunitarias existentes, en particular por lo que se refiere a las ayudas...
