(2003/C 268 E/014) PREGUNTA ESCRITA P-2718/02 de Rolf Linkohr (PSE) a la Comisión (20 de septiembre de 2002) Asunto: Evaluación de los bloques 1-4 del centro nuclear de Kozlodui En su evaluación, la Comisión ha emitido un juicio muy crítico sobre el centro nuclear de Kozlodui.
¿Por qué no se ajusta la Comisión, al evaluar los bloques 1-4 del centro nuclear de Kozlodui, a las conclusiones de la Agencia Internacional de la Energía Atómica? ¿Ha aplicado la Comisión criterios distintos de los de la OIEA? ¿Por qué? En caso afirmativo, ¿cuáles son estos criterios? ¿Quién los ha elaborado? ¿Quién ha tomado la decisión de aplicar criterios distintos de los de la OIEA y cuándo se ha tomado esta decisión? ¿Ha adoptado la Comisión su decisión sobre la base de un informe de expertos? En caso afirmativo, ¿quiénes son estos expertos? Respuesta común a las preguntas escritas E-2527/02 y P-2718/02 dada por el Sr. Verheugen en nombre de la Comisión (29 de octubre de 2002) En respuesta a la pregunta planteada por Su Señoría, la Comisión recuerda que el grupo de trabajo del G-7 sobre seguridad nuclear concluyó que las características estructurales de algunos tipos de reactor, en concreto los modelos RBMK y VVER 440/230, no incluyen determinados dispositivos de seguridad, lo que hace imposible corregir totalmente los incumplimientos de los requisitos correspondientes mediante medidas de modernización.
La Comisión recuerda que, en el Acuerdo firmado en 1999, Bulgaria se comprometió a adelantar el cierre de las unidades 1 y 2 de la central nuclear de Kozloduy a finales de 2002 y a clausurar las unidades 3 y 4 antes de las fechas previstas inicialmente respectivamente, 2008 y 2010 , lo que debería significar, con arreglo a lo indicado por la Comisión, en 2006 como plazo límite. La solicitud de que Bulgaria proceda al cierre anticipado de las unidades 1-4 de la central nuclear de Kozloduy forma parte ahora de la posición de negociación común de la UE sobre el capítulo de la energía adoptada por los Estados miembros como Partes negociadoras en la Conferencia de Adhesión. Recientemente, el Gobierno búlgaro anunció que pretendía cerrar las unidades 3 y 4 en 2006, en línea con la posición común de la UE, y solicitó un inspección paritaria de dichas unidades.
En cuanto al reciente informe del Organismo Internacional de Energía Atómica (OIEA) sobre las unidades 3 y 4 de la central nuclear de Kozloduy, éste fue elaborado tras la misión realizada por los expertos del OIEA...
