ROAMING : COUNCIL GREEN LIGHT TO NEGOTIATIONS.

Member states, meeting in Coreper on 29 February, have given the green light to the Danish EU Presidency to begin negotiations with the European Parliament on the proposed regulation on roaming.

To recall, the members of the European Parliament's Committee on Industry, Research and Energy (ITRE) adopted a first-reading position on the text on 28 February (see separate article).

Negotiations will focus on tariff ceilings for retail prices (charged to customers) and wholesale prices (charged between operators). Member states will likely support the tariff ceilings proposed by the European Commission, while MEPs have proposed applying much lower ceilings.

There is also likely to be disagreement over Parliament's introduction of the possibility of recourse to delegated acts (comitology) in certain cases. This procedure gives the European Parliament...
