Un informe de la Comisión sugiere la extensión del etiquetado obligatorio sobre bienestar animal
Un informe publicado por la Comisión Europea el pasado 18 de noviembre sugiere ampliar sistema vigente de etiquetado de bienestar animal que se aplica a los huevos a otros productos alimentarios de origen animal.
La extensión se justificaría en la demanda de los consumidores en esta dirección, y supondría nuevas mejoras del sistema vigente para asegurar el reconocimiento internacional.
El informe compara las normas de bienestar animal de la UE con las vigentes en terceros países, y analiza formas de evitar las posibles desventajas competitivas que se producirían. Para hacer este estudio, la Comisión recogió información sobre la legislación de bienestar animal de 73 países que tienen comercio de este tipo con la UE. La Comisión define los resultados de su propio informe como poco concluyentes.
La tendencia actual de la UE para incorporar normas más rigurosas de bienestar animal ha traído consigo costes adicionales a los productores, por lo que se teme que cualquier coste que no se recupere directamente podría colocar a los productores europeos en desventaja competitiva con relación a productos provenientes de terceros países.
El estudio muestra que no hay ningún consenso internacional en lo referente a las normas de bienestar animal, por lo que las medidas que tome la UE no se pueden comparar fácilmente con las normas de terceros países.
Sin embargo el informe sí aventuró que es muy probable que la distorsión de la competencia surja en las formas más intensivas de producción, en los sectores porcino y de aves de corral.
Para evitar estas distorsiones la Comisión propone una serie de medidas, que van desde mecanismos de mercado, teniendo en cuenta que los consumidores están cada vez más dispuestos a pagar más por los llamados productos éticos, a diálogo a escala internacional pasando por medidas que consoliden la posición del bienestar animal en la política agrícola comunitaria.
