Employment and investment in policies for training and research must be placed at the heart of EU policies and must continue to be the objective of public expenditure in order to ensure full and quality employment. This is the message to be delivered by the European Trade Union Confederation (ETUC) to European ministers in charge of employment and social policy during their informal session scheduled for 27-29 January in Barcelona. This Council will be preceded by a social troika meeting (ministers, social partners and the European Commission).
