(2002/C 277 E/023) PREGUNTA ESCRITA E-0156/02 de Graham Watson (ELDR) a la Comisión (31 de enero de 2002) Asunto: Niños africanos huérfanos a causa del sida ¿Puede la Comisión estimar cuántos niños africanos han quedado huérfanos a causa del sida y en qué países residen? En segundo lugar ¿cuántos de estos huérfanos han sido acogidos o reciben cualquier otro tipo de ayuda y cuántos de ellos tienen acceso a la educación? Respuesta del Sr. Nielson en nombre de la Comisión (26 de febrero de 2002) Según las estimaciones del UNAIDS (Joint United Nations Programme on Aids), 10,4 millones de niños de edad inferior a los 15 años se han quedado huérfanos, es decir han perdido a su madre o a ambos padres, a causa de la epidemia de SIDA (síndrome de immunodeficiencia adquirida). Desde el comienzo de la epidemia 13,2 millones de niños se han quedado huérfanos y se prevé que esta cifra aumentará en más del doble antes de 2010. En el año 2000 las muertes por SIDA han dejado huérfanos a otros 2,3 millones de niños, un tercio de los cuales de edad inferior a los cinco años.
Antes de la llegada del SIDA en torno al 2 % de los niños de los países en desarrollo eran huérfanos, pero en 1999 en algunos países africanos la proporción alcanzaba al 10 %. Este problema se localiza sobre todo en África, pero el número de huérfanos a causa del SIDA aumenta considerablemente incluso en los países del Caribe y de Asia. A finales del año 1999, los países más afectados por la crisis y los cálculos en cuanto al número de huérfanos eran los siguientes: Burkina Faso (211 000), Etiopía (900 000), Namibia (53 000),
Nigeria (970 000), Sudáfrica (371 000), Zambia (447 000) y Zimbabue (623 000).
Es tremendamente difícil cuantificar cuántos de estos niños han encontrado un hogar o reciben enseñanza y asistencia. La epidemia ha dejado en circunstancias precarias a muchos niños, exponiéndoles a la explotación, los malos tratos y al grave riesgo de contraer el virus del VIH (virus de inmunodeficiencia humana).
