1. Execut ive sum m ary
1.1 . Back ground of the stu dy
The key prov isions of Directiv e 2011 /65/ EU ( RoHS 2) can be found in Article 4(1 ),
requiring Member States to en sur e t hat elect rical and electr onic eq uip ment (EEE)
placed on t he market, including cables an d sp are par ts, does not cont ain the
sub stances list ed in Ann ex II (restrict ed substances) in excess of th e specifi ed
maxim um tol erated value in the homog eneous mat erial. The dir ective ann ex initially
list ed the follow ing substances: lead, m ercury , cadm ium , hex avalent chrom ium,
pol ybrominat ed biphenyls and polyb rom inat ed d iphen yl ethers.
Art icle 6 of RoHS 2 requires that the list of restr ict ed subst ances in Annex II b e
review ed periodically and st ipu lat es rules for am endin g t he list . A first review of the
ann ex was perform ed in the course of two studies between 2012 and 2014, r esultin g
in th e add iti on o f fo ur p hth alat es t o the ann ex (t he r est rict ion s en tered i nt o fo rce as of
2019) .
Under Fram ework Contr act no. ENV.A.2/ FRA/2 015/0 008 of 27/ 03/ 2015, a consor tium
led by Oeko-I nst itut was request ed by DG Environment of the Eur opean Com mission
to prepar e a stu dy to sup port the review of the list of restricted substances and to
pr ovid e te chni cal an d sci ent ific suppo rt for th e ev aluat ion of exem pti on requ ests und er
th e RoHS 2 regim e. The work was undertaken by Oek o-I nst itut together with the
Frau nhofer I nst itu te I ZM.
The wor k was request ed wit h a view to providing technical and scientific su pport for
th e follow ing task s:
Part 1: Sub stan ce review :
Task 1: Update of th e exi stin g m etho dolog y t o identify and assess sub stances
for po ssible rest rictio n;
Task 2: Asse ss substances wi th a vi ew to their possible fut ure re stricti on;
Task 3: Deter min ation of t he quantit ativ e usage dat a for sub stances u sed in
EEE;
