The Council of Ministers formally adopted, on 17 February, a directive that will harmonise the rights of non-European seasonal workers in the EU within two and a half years. This is the first agreement on legal migration since the Lisbon Treaty came into force. To tackle the problem of exploitation of this important labour force in agriculture and tourism and to prevent unfair competition, rights will be identical for all seasonal workers, whether European or third-country nationals: quality of accommodation, access to health care, wages, safety, leave and holidays, working time, possibility to change...
